Testing Services, Serology and DNA, Term Contract

The Baltimore County Police Department Forensic Services Section is seeking proposals for outsourcing laboratory and analytical services for Deoxyribonucleic Acid (DNA) STR testing services. The successful contractor will provide routine DNA and serology testing, specialized laboratory methods, and Forensic Genetic Genealogy (FGG) testing/research services. The contractor must have experience in processing evidence from sexual assault, homicide, or other violent felonies, and must be accredited to International Organization for Standardization (ISO) 17025 standard and AR 3125 by ANSI National Accreditation Board (ANAB) or the American Association for Laboratory Accreditation (A2LA). The contractor must also comply with the Bureau of Justice Assistance (BJA) National Environmental Policy Act (NEPA) compliance process and the Health Insurance Portability and Accountability Act (HIPAA). Some key services to be provided include: • DNA extraction and analysis • Serology testing • Forensic Genetic Genealogy (FGG) testing/research services • Testing of bulk submitted SAFE kits • M-Vac collection • STRmix analysis of mixtures • Analysis of rootless hairs • Analysis of cartridge casings The County reserves the right to add tests as the need arises.
