Description

The State of Delaware is seeking one or more qualified vendors to provide a statewide, EPA‑compliant infectious‑waste collection, transportation, and disposal service for all covered state agencies, schools, municipalities, and other entities that receive state funding. The contract will be awarded on a best‑value basis (not solely lowest‑price) and may be split among multiple vendors. Service includes weekly (or as‑specified) pickup of sharps and bio‑hazardous waste, provision of containers and related supplies, on‑call service within 72 hours, monthly usage reporting, and optional kiosk installations. The base contract term is two years (April 1 2026 – March 31 2028) with up to three one‑year extensions and a possible three‑month month‑to‑month extension. Vendors must submit a complete technical and price proposal through the State’s online portal by 3 pm on January 22 2026. • Mandatory use contract for all “covered” Delaware agencies (except listed exemptions). • Competitive sealed‑proposal process; best‑and‑final offers may be requested. • Required certifications: Delaware Solid Waste Transporter Permit, insurance, financial statements, and business references. • No bid or performance bond required. • Evaluation criteria (150 points): experience (40), customer service (30), compliance (20), quality control (20), references (15), price (25). • Monthly usage reports and quarterly 2nd‑tier subcontractor reports required. • Optional kiosk service can be proposed but is not required for award.

Budget estimate

$2,000,000 – $5,000,000

Based on the extensive list of facilities (over 30 sites) with weekly to monthly pickups, plus provision of containers, supplies, reporting, and optional kiosk services, the annual contract value is likely in the low‑to‑mid‑single‑digit millions. Assuming an average of 2 boxes per site per week at $50 per box, plus container/supply fees, the base‑year spend could be roughly $2‑3 million. Adding optional kiosk installations and inflation adjustments could raise the total to $4‑5 million over the two‑year base term. Thus, a reasonable estimate for the vendor’s revenue over the contract is $2 million – $5 million.
