Description

The Department of Water Resources’ Division of Safety of Dams is seeking a single highly‑qualified hydrologic engineering professional to serve as a member of a three‑person Technical Review Board. The Board will independently review DSOD’s internal Hydrology Manual, policies, methodologies, and engineering practices related to dam safety, and provide written and oral recommendations. The work includes virtual kickoff, document review, an in‑person meeting in Sacramento, draft and final reports, and briefings. The contract is a three‑year base period (Sept 25 2026 – Sept 24 2029) with possible one‑year extensions, and the estimated contract value is $50‑$100 K. • Provide expert technical review of dam‑related hydrologic procedures and policies. • Deliver draft report (30 days post‑meeting), briefing (14 days after draft review), and final report (30 days after briefing). • Attend mandatory pre‑SOQ conference (June 29) and an in‑person board meeting (1‑2 days in Sacramento). • Must hold a U.S. Professional Civil Engineer license (any state) and have ≥ 20 years of hydrology experience; advanced degree preferred. • Contract governed by State’s standard terms, with a fixed 10 % profit and annual escalation tied to the ECI.

Budget estimate

$50,000 – $120,000

The solicitation notes an estimated contract value of $50,000‑$100,000, and a sample budget illustration shows roughly $37,000 of labor costs. Considering the senior‑level expertise required, travel, and potential extensions, a realistic range is $50K to $120K over the three‑year base period. Factors influencing the final amount include the selected expert’s hourly rates, the number of travel days, and any additional support staff the firm proposes.
