Description

The Solano County Behavioral Health department is seeking proposals from qualified organizations to provide Behavioral Health Services Act (BHSA) Early Intervention (EI) services for children, youth, and young adults ages 0-25 residing in Solano County. The goal of this program is to proactively identify and address emerging mental health and substance use concerns before they escalate into more severe conditions. The selected vendor will provide outreach, access and linkage to care, and brief treatment services, and will be expected to collaborate with Solano County Behavioral Health, Medi-Cal Managed Care Plans, healthcare providers, schools, and community-based organizations. Some key points to consider: • The program will serve priority populations, including children, youth, and young adults experiencing early signs of mental health or substance use disorder conditions, homelessness or housing instability, justice or child welfare involvement, and elevated behavioral health crisis risk. • The selected vendor will be expected to implement culturally and linguistically responsive services, maintain closed-loop referral and follow-up processes, and support the County’s transition toward increased Medi-Cal billing and long-term sustainability. • The program will be funded for a period of 12 months, with the option for annual renewals based on contractor performance and continued funding.
