Description
The City of Eugene is seeking a qualified contractor to perform a comprehensive street‑rehabilitation project on Lincoln Street between West 5th Ave and West 13th Ave. The work includes storm‑water structure modifications, installation of new storm‑water pipe, construction of concrete sidewalks and ramps, permanent pavement markings, traffic‑signal upgrades, roadway illumination, temporary erosion and traffic control, utility adjustments, and associated landscaping and tree‑protection measures. The contract is a competitive sealed‑bid, public‑improvement procurement subject to federal‑aid, Davis‑Bacon, and Buy‑America requirements.
• Scope covers full streetscape reconstruction, including utility relocation, curb and sidewalk work, signal and lighting upgrades, and environmental controls.
• Must provide 10 % bid guaranty, performance and payment bonds, and comply with extensive reporting (monthly payroll, waste‑reuse, training‑hour, FHWA reports).
• Project schedule: earliest start March 1 2027, completion no later than April 30 2027; liquidated damages of $1,900 per day for overruns.
