RFO 25-154 FITSM OCM

The Department of Justice (DOJ) is seeking to obtain at least one full-time Senior Project Manager or potentially a team of resources who specialize in Organizational Change Management (OCM) to support the Firearms Information Technology Systems Modernization (FITSM) project. The FITSM project is a large-scale initiative that will consolidate and replace multiple legacy firearms-related systems with a single modernized solution. The selected contractor will provide OCM-related training and ensure that DOJ staff can work with deliverables provided by the OCM vendor. The contract will be deliverables-based (fixed cost) and will have a 12-month base term. Key deliverables include an OCM Strategy & Roadmap, Stakeholder Register, Stakeholder Engagement Plan, and Communication Management Plan. • The contractor will provide at least one full-time Senior Project Manager. • The contractor will provide OCM-related training to DOJ staff. • The contract will have a 12-month base term. • The contract will be deliverables-based (fixed cost). • The contractor will provide a monthly in-person OCM training session at DOJ's Sacramento facility. • The contractor will provide a quarterly report and a final report. • The contractor will ensure that DOJ staff can work with deliverables provided by the OCM vendor.
