Description

Mohave County’s Sheriff Department is seeking qualified behavioral health providers to deliver comprehensive outpatient mental health, substance‑use, and recovery‑support services to incarcerated adults at the Adult Detention Center in Kingman, AZ. Providers will be reimbursed at Arizona Health Care Cost Containment System (AHCCCS) fee‑for‑service rates and must be licensed by the Arizona State Department of Health. Multiple contracts will be awarded; inmates choose their provider, so contracts may not result in actual service delivery for every awardee. The contract runs until June 30 2027 with an option to renew up to four additional one‑year terms if funding allows. • Scope: screening, assessment, treatment planning, counseling, case management, skills training, peer support, and ASAM‑level services. • Location: Adult Detention Center, 501 S Highway 66, Kingman, AZ 86401. • Funding: AHCCCS outpatient fee‑for‑service rates; budget covers remainder of FY ending June 30 2027. • Eligibility: Arizona‑licensed outpatient behavioral health providers; staff must meet clinical supervision standards. • Submission: Electronic via Mohave County procurement portal by 2:00 pm Oct 19 2026; pre‑proposal virtual meeting Oct 1 2026 (optional). • Contract term: Up to 1 year (through 6/30/2027) with possible four‑year renewal. • Insurance & compliance: extensive liability, professional, workers’ comp, cyber, and anti‑boycott certifications required.

Budget estimate

$500,000 – $1,000,000

The contract reimburses providers at AHCCS outpatient fee‑for‑service rates, which typically range from $80 to $150 per session depending on service type. Assuming an average of 2,000 sessions per year (based on a moderate inmate population and multiple providers) the total annual reimbursement could fall between $160,000 and $300,000. Adding administrative overhead, travel, and ancillary services could push the contract value toward $500,000‑$1,000,000 for the full FY 2027 term. Therefore, a realistic earnings range for a successful provider is roughly half‑a‑million to one‑million dollars.
