Unclaimed Property Solution

The State of Missouri is seeking a comprehensive unclaimed property management solution to replace the current system. The solution must include a web-based application with a public-facing unclaimed property holder-reporting web application and a public-facing searchable claims web application. The system must be able to interface with other state systems, capture all information received from holders, track audit progress, and capture claims processing information. The contractor will be responsible for hosting the system, providing user training, and ensuring the system meets the state's security standards. Key features of the system include a configurable workflow for claims processing, automated notification of new evidence, and the ability to create claims from various sources. The system must also have a document management system with workflows and be able to integrate with NAUPA systems. • The solution must be web-based and accessible through standard web browsers • The solution must provide multiple security levels utilizing user and role-based security • The solution must provide segregation of duties controlled by security roles in the individual applications • The solution must integrate with NAUPA systems • The solution must capture a record of any data changed in the system • The solution must be able to share data between applications or other external interfaces in real-time, asynchronously, or via flat files • The solution must encrypt file transfers conducted via sFTP connections • The solution must be able to migrate existing records into the new system • The solution must support the state's number of users, volume of claims received, and volume of holder activity • The solution must have a comprehensive system solution for change requests made by the state • The solution must have a plan for routine upgrades and service interruptions • The solution must provide comprehensive user training • The solution must have user-friendly guides complete with screenshots, data dictionary, snips, etc. that a new user can refer to in order to learn all processing aspects for all applications
