This opportunity is a special notice that publishes the CMOSS (Command, Control, Communication, Computers, Cyber, Intelligence, Surveillance and Reconnaissance / Electronic Warfare) Interoperability Requirements Specification (IRS) along with associated VICTORY and MORA standards. The notice makes a suite of technical documents publicly available for reference in future defense contracts, establishing a baseline of open‑systems requirements for C5ISR/EW equipment. • Provides configuration‑controlled baseline technical requirements (hardware, software, data‑bus, mechanical, electrical) that must be cited by reference in future Army, Joint, Inter‑agency, Inter‑governmental, and Multinational contracts. • Defines the “Universal A‑Kit” chassis concept, OpenVPX slot profiles, VICTORY Data Bus (VDB) and MORA Low‑Latency Bus (ML2B) interfaces, power and environmental limits, and mandatory compliance with SOSA standards. • Supplies extensive lists of threshold identifiers (VT/MT IDs) and detailed slot‑profile strings for payload cards (RF, SBC, GPGPU, Ethernet switch, timing, etc.) that vendors must meet to be eligible for future solicitations.
