Confined Spaces Blanket Purchase Agreement

The U.S. Army Corps of Engineers, Pittsburgh District, is seeking to acquire Permit Required Confined Space (PRCS) Rescue Services under a Blanket Purchase Agreement (BPA). The selected BPA holders will provide rescue and retrieval services for up to 4 persons in a Permit Required Confined Space involving a dam discharge tunnel that contains water several feet deep and includes risks of exposure to potentially hazardous atmospheres, drowning, hypothermia, or other hazards. The services will be requested through purchases made under this BPA, which will specify the required number of entries and expected duration of the activity. Some key aspects of the job include: • Providing a team of qualified and trained personnel with documented proficiency, equipment, and training specific to confined space rescue and water rescue • Ensuring that at least one rescue team member holds current CPR/First Aid certification • Conducting a simulated rescue in a representative space within the last 12 months • Complying with all technical, safety, and security requirements required in the BPA and individual BPA Calls
