Description
Missoula County is seeking a qualified consulting firm to provide comprehensive public participation and engagement services for the update of its comprehensive plan covering unincorporated areas. The work includes developing a communications strategy, finalizing a public participation plan, conducting in‑person meetings, workshops, small‑group sessions, designing and fielding surveys, producing graphics and cartographic products, and delivering a detailed outreach report. Services may be performed in phases and could expand to support land‑use regulation development and economic‑development district planning, depending on funding. The county will manage overall project execution, while the contractor supplements staff with outreach expertise and deliverable production.
• Develop strategy, key messages, and multi‑channel communications.
• Facilitate public meetings, open houses, mapping workshops, and small‑group sessions.
• Design and administer statistically valid surveys (online & mail‑in).
• Produce graphics, cartography, and a comprehensive outreach report.
