The Washington Health Benefit Exchange is seeking qualified vendors to provide Presiding Officer (Appeals) Services for its Exchange Appeals Program. The contractor will act as an administrative‑law‑judge‑type presiding officer, conducting pre‑hearing conferences, hearings (remote or in‑person), and issuing decisions in accordance with federal and state regulations. Services must be delivered on a flexible schedule, with a minimum commitment of 10 hours per week and up to 40 hours per week, and must adhere to strict timelines (90‑day standard decisions, 14‑day expedited decisions). The contract is a limited‑competitive RFQ with a maximum total compensation of $350,000 and an hourly rate ceiling of $300. The base period runs from November 1 2026 to June 30 2027, with possible extensions through June 30 2031.
