RFA for Impartial Hearings Officers

The State of Oregon’s Department of Human Services is seeking qualified independent contractors to serve as Impartial Hearings Officers (IHOs) who will conduct hearings, issue written orders, and perform related administrative tasks for disputes arising under the Vocational Rehabilitation program. The work is performed on a rotational basis, is paid hourly, and may be renewed in two‑year increments up to a maximum contract length of six years. • Conduct pre‑hearing conferences, hearings, and issue final written orders within 30 days of each hearing. • Compensation is $175 / hour for IHO services (later rising to $195 / hour) billed in 15‑minute increments; travel time is $50 / hour plus mileage and per‑diem. • No guarantee of work volume; contracts are awarded to all qualified applicants, with a maximum not‑to‑exceed ceiling of $25,000 per contractor.
