Description

The State of Colorado’s Forensic Services Division (FSDV) is issuing a FY‑27 Request for Applications (RFA) seeking qualified contractors to perform forensic mental‑health evaluations. The contract will cover competency evaluations (adult and juvenile), sanity/mental‑condition evaluations, and related testimony services. Fees are to be quoted on an all‑inclusive “per‑evaluation” basis; travel, lodging, meals, and airfare are capped at $1,500 per occurrence and must be pre‑approved. Contractors must be able to conduct evaluations via video, in‑person, or a hybrid model at various correctional settings (in‑patient, bond, in‑custody, hold‑and‑wait). The solicitation includes a no‑show fee schedule and specifies that any costs exceeding the travel cap are the contractor’s responsibility. • Provide adult and juvenile competency evaluations (all‑inclusive per evaluation). • Provide sanity/mental‑condition evaluations (all‑inclusive per evaluation). • Offer testimony and court appearance services at $150 / hour (including preparation). • Submit no‑show fees: $50 (no letter) or $100 (letter issued). • Travel expenses capped at $1,500 per occurrence; must be documented and pre‑approved. • Evaluation delivery methods: video, in‑person, or combined; locations include inpatient, bond, in‑custody, hold‑and‑wait facilities. • Contractors must indicate scheduling limitations and geographic coverage.

Budget estimate

$2,000 – $5,000

The solicitation does not list a fixed fee, but typical forensic competency or sanity evaluations in state correctional systems range from $2,000 to $5,000 per evaluation, depending on complexity, report length, and required testimony. Adding the capped travel allowance ($1,500 max) and potential testimony hours ($150 / hour) could push the total contract value per case toward the higher end of that range. Therefore, a reasonable estimate for a single evaluation contract is $2,000–$5,000.
