The County of Clackamas is seeking qualified forensic psychological professionals to conduct “fitness‑to‑proceed” (competency) evaluations for individuals detained in the county jail and a limited number of out‑of‑custody assessments for the Behavioral Health program. The contractor must provide up to 104 in‑custody evaluations per year (minimum one per week, with a second weekly evaluation via telehealth) and up to three out‑of‑custody assessments annually, delivering reports within tight turnaround windows. Additional requirements include OHA forensic‑evaluator credentialing, secure encrypted data transfer, insurance coverage, and the ability to handle reservation‑fee structures and occasional participant refusals.
