Description

The North Carolina Department of Transportation (NCDOT) is seeking qualified vendors to provide fine and coarse aggregate materials (sand, gravel, crushed stone, etc.) for pickup by State‑owned or contracted trucks. Materials will be delivered to designated counties throughout the 2027‑28 fiscal period to support bridge repairs, road resurfacing, and other infrastructure projects. The contract is a two‑year, firm‑price agreement with an option to extend, and vendors must be registered in North Carolina, possess the necessary quarry permits, and be able to fulfill orders within five business days of receipt. Bids are to be submitted electronically via the eVP portal, with a mandatory pricing attachment and required certifications. The award will be based on the lowest responsive price that meets all specifications and qualification requirements. • Aggregate types: fine (sand) and coarse (gravel, crushed stone) per NCDOT specifications. • Delivery method: Free‑On‑Board (FOB) origin; State trucks handle pickup. • Contract term: 2 years starting 1 Jan 2027 (or later if executed later). • Estimated quantities: variable, based on 86 counties’ projected needs; no minimum/maximum guaranteed. • Mandatory vendor qualifications: NC vendor registration, quarry approval, Secretary of State registration, financial certification, E‑Verify compliance. • Submission deadline: 30 Oct 2026, 2:00 PM ET (electronic). • Questions due: 20 Oct 2026, 12:30 PM ET. • Award decision: not specified; contract value expected > $1 M.

Budget estimate

$1,000,000 – $5,000,000

The solicitation notes that the contract value will exceed $1,000,000. Given the statewide scope, multiple aggregate types, and a two‑year term, typical aggregate supply contracts of this nature range from low‑single‑digit millions to several million dollars, depending on volume and price per ton. Assuming an average price of $30‑$50 per ton and an estimated annual requirement of 30,000‑60,000 tons, the total spend could fall between $1.0 M and $5.0 M over the contract period. Factors influencing the final amount include actual quantities ordered, any price adjustments, and the mix of fine vs. coarse materials.
