El Paso County Multi Year Capital Improvement Project Program

The El Paso County is seeking a consultant to develop a Five-Year Capital Improvement Project Program (CIPP) for 2026-2031. The program should be comprehensive, fiscally responsible, and forward-looking, identifying and prioritizing countywide infrastructure needs. The consultant will be responsible for developing a data-driven capital project ranking and funding strategy, and supporting future expansion to a countywide capital planning scorecard system. The scope of work includes project initiation and coordination, project management plan, needs analysis and stakeholder engagement, prioritization and financial strategy, draft CIPP development, and implementation and final publication. The project duration is 8 months, with two annual updates post-adoption. Key tasks and deliverables include: • Project Management Plan and Master Schedule • Needs Assessment and Prioritized Project List • Multi-year Financial and Investment Strategy • Standardized CIP Sheets for each project • Draft and Final CIPP (digital and print-ready) • KPI Framework and Performance Monitoring Toolkit • Annual Updates (2 years post-adoption) • Training materials and templates for County staff
