Little Patuxent Water Reclamation Plant On-Call Control Systems Engineer

Howard County is seeking one or more qualified firms to serve as an on‑call Control Systems Integrator (CSI) for its water and sewer facilities, principally the Little Patuxent Water Reclamation Plant in Savage, MD. The contractor will be responsible for design, fabrication, programming, testing, startup, and full implementation of electrical instrumentation and control systems, including Foxboro DCS and Rockwell/Allen Bradley PCS platforms. Work will be assigned on an as‑needed basis, with each individual project typically valued at $100,000 or less, and the overall contract term is one year beginning December 1 2026, with the option to renew up to four additional years. • Perform on‑call control‑systems‑integration services (design, panel fabrication, software configuration, testing, commissioning) for water‑treatment and wastewater‑treatment facilities. • Provide Maryland‑licensed Professional Engineer and Master Electrician services, maintain an UL‑508‑listed fabrication shop, and respond within 8 hours to urgent County requests. • Meet mandatory bonding (performance & payment bonds), insurance, background‑check, and living‑wage requirements; adhere to all Howard County procurement policies and EBO/subcontracting goals.
