CPW On-Call Water Resource Engineering Services

The State of Colorado DNR, on behalf of Colorado Parks and Wildlife, seeks qualified water‑resource engineering firms to provide on‑call professional services across the state. The contract will be a 5‑year “main task order” framework under which multiple firms may be awarded to cover geographic specialties, water‑court support, asset management, investigations, operational stewardship, and project coordination. No minimum work volume is guaranteed; task orders will be issued as needs arise and billed hourly. • Scope includes Water Court Technical Support, Water Rights Inventory & Asset Management, Water Resource Investigations, Operational Stewardship & Accounting, and Project Management/Coordination. • Firms must submit key personnel resumes, firm resume with up to eight relevant project examples, and an hourly rate sheet. • Proposals limited to 15 pages (excluding cover, resumes, and submission form). • Submission via Colorado Vendor Self‑Service (VSS) or Google Forms; hard‑copy not accepted. • Questions due Nov 13 2026; proposal deadline Dec 4 2026 (12 PM MST). • Award expected Jan 11 2027; contract start Feb 15 2027; maximum term 5 years. • Payment on a monthly basis per billable hours; rates fixed through Dec 2027 with CPI‑based adjustments thereafter. • Preference given to Colorado‑resident bidders and Service‑Disabled Veteran‑Owned Small Businesses (5 % price preference).
