On-Call Community Based Organization Services Program

The Public Works (PW) department is seeking to award contracts to prequalified community-based organizations (CBOs) and socially responsible enterprises (SE) for the On-Call Community-Based Organization Services Program. This program has a potential maximum term of four years, consisting of an initial one-year term and three optional one-year renewals. The total annual program amount is estimated to be $1 million. Proposers must meet minimum requirements, including being a private or public nonprofit CBO or having an active certification as an SE organization. They must also have experience in one or more of the task categories, including project development and monitoring, public outreach and education, grant writing, and landscaping installation. The scope of work includes projects in water quality/conservation, transportation, and park and green space. Some key points to consider are: * Proposers must submit a Statement of Qualifications (SOQ) that includes experience and qualifications in one or more of the task categories. * The SOQ must include at least three examples of completed projects that demonstrate the proposer's experience and qualifications. * Proposers must have an office located within the geographic boundaries of Los Angeles County. * The assignment of work to prequalified contractors will be in accordance with the Work Order Solicitation. * Services will be utilized under this RFSQ solely where services under the terms of a grant may require or give preference to proposed projects that demonstrate County participation or partnership with community-based groups or organizations. * Proposers must attend a mandatory conference on September 23, 2019, to ask questions and discuss the solicitation. * Proposers must submit questions in writing within three business days from the date of the conference. * The solicitation will remain open continuously at the discretion of the County.
