Sources Sought for Lighter-Than-Air (LTA) Balloon Initial Pilot Flight Training

The Federal Aviation Administration (FAA) is seeking sources that can provide commercial off-the-shelf (COTS) Lighter-Than-Air (LTA) balloon initial pilot flight training for its Flight Standards Operations Inspectors. The training should include initial ground school and flight training for balloon-rated inspectors, with a flight review in accordance with 14 CFR 61.56. The contractor must provide the aircraft and training necessary to enable the FAA inspector/pilot to pass a pilot flight review in a balloon. • The contractor must submit a capability statement that includes the type of training provided, previous contracts, SAM UEI number, and number of years in business. • The contractor must provide the geographic area where the training will be provided. • The contractor must provide their expected approach and strategy for accomplishing the work. • The contractor must comply with the FAA's regulations and standards, including 14 CFR Parts 61 and 141. • The contractor must provide a copy of their 14 CFR part 141 approved training course outlines. • The contractor must provide a copy of the SBA 8(a) certification letter, if applicable.
