Description

The Hermansville Housing Commission (HHC) is seeking qualified Architectural & Engineering (A&E) firms to provide design, specification development, procurement assistance, and construction administration for an emergency lead‑soldered copper pipe removal and replacement with commercial‑grade PEX‑A water distribution systems at the Golden Shores Apartments. The project covers 24 occupied residential units and includes hydraulic load calculations, stamped engineering schematics, preparation of HUD‑ready bid documents, technical evaluation of contractor proposals, on‑site inspections, hydrostatic testing, and final close‑out certification. Firms must submit a full qualifications package (three hard copies + one electronic copy) by November 13, 2026, 2:00 PM CT and must not include any pricing information. Evaluation will be based on specialized experience, past performance, key personnel, and project understanding. • Scope: full A&E services for lead‑pipe remediation and potable water system replacement (design, specs, procurement support, construction admin). • Deliverables: engineered drawings, hydraulic calculations, HUD‑compliant bid documents, contractor evaluation, milestone inspections, pressure testing, AWWA disinfection certification, draw‑down approvals, final close‑out. • Required qualifications: licensed A&E firm, experience with lead abatement, HUD/PHA projects, Davis‑Bacon compliance, qualified key personnel. • Submission: 3 hard copies + 1 USB, include Letter of Interest, SF‑330, personnel resumes, 3 references, HUD Section 3 acknowledgment; no cost proposals. • Evaluation: QBS process (technical merit only), highest‑ranked firm negotiates a fixed‑fee contract.

Budget estimate

$250,000 – $1,000,000

The solicitation does not disclose a contract value. Based on typical A&E fees for a full‑service design‑build support package on a 24‑unit multifamily water‑system retrofit, a fixed‑fee arrangement would likely fall between 0.5 % and 1 % of the total construction cost. Assuming a construction budget of $50 million to $100 million for the PEX‑A replacement (including demolition, pipe, and related work), the A&E firm could expect a fee ranging from roughly $250,000 to $1,000,000. Factors influencing the final amount include the complexity of lead‑abatement, HUD compliance requirements, and the negotiated fixed‑fee percentage.
