This solicitation is an RFQ (Request for Qualifications) that establishes a Pre‑Qualified List (PQL) of contractors capable of performing emergency water‑main repairs for New York City. The work focuses on large‑diameter (≥ 20 in.) water‑main replacement or reconstruction on an emergency basis, requiring a 6‑hour response time, 24/7 availability, and the ability to handle associated street and utility restoration. Contractors must demonstrate recent experience (minimum three projects in the last five years), own specific heavy equipment, maintain a sand stockpile, and provide comprehensive financial, safety, and organizational documentation. Successful firms will be eligible for future emergency work orders and will be evaluated on lowest overhead and profit rates.
• Replace or reconstruct city‑owned water mains ≥ 20 in. diameter, city‑wide, on emergency call‑outs.
• Must mobilize within 6 hours of notification, 24/7, including holidays.
• Required equipment: payloaders, dump trucks, boom truck, compressors, multi‑hoes, crawler‑backhoe, and ≥ 100 cubic yards of clean sand on‑site or readily available.
• Provide 3‑12 recent qualifying projects, audited financials for three years, safety records, and enroll in NYC PASSPort within 7 days of submission.
