The Loudoun County, Virginia, is seeking a qualified firm to conduct a comprehensive staffing analysis for the Loudoun County Adult Detention Center (ADC). The primary objective of this engagement is to obtain an independent, objective, and data-driven assessment of the ADC's current and future staffing requirements. The analysis will serve as a foundational tool for the Loudoun County Sheriff's Office (LCSO) and County Administration to ensure the safe, secure, efficient, and constitutionally sound operation of the facility. The selected firm will be required to provide actionable recommendations that align with national best practices, account for the facility's ongoing expansion, and support the County's strategic goals for inmate care, rehabilitation, and fiscal responsibility. The scope of work includes conducting a thorough analysis of the facility's capacity and population dynamics, identifying and validating every fixed and relief post required for the safe and secure operation of the facility, and providing recommendations for alternative scheduling models and overtime management strategies.
• The selected firm will work primarily with the command staff of the LCSO's Corrections Division.
• The firm will be required to conduct comprehensive on-site observations of facility operations and structured interviews with a representative cross-section of personnel.
• The firm will be required to provide a detailed work plan and schedule regular checkpoint meetings throughout the period of performance.
• The firm will be required to deliver a comprehensive written final report that incorporates the County's feedback and includes a prioritized list of actionable recommendations.
• The firm will be required to present the final report and its key findings to the Loudoun County Sheriff and other key stakeholders.
