The Santa Rosa County Board of County Commissioners is seeking proposals for qualified vendors to provide turnkey support for a grant-funded septic-to-Distributed Wastewater Treatment Unit program. The program includes verification of hydrological conditions, design and construction of DWT Units, septic tank removal and abandonment, and overall project management. The selected vendor will provide turnkey services to support Santa Rosa County's grant-funded septic-to-Distributed Wastewater Treatment Unit (DWTU) conversion program.
Key aspects of the job include:
• Hydrological verification: Conduct site assessments for each participating residential property, evaluate soil, groundwater levels, and environmental suitability, and document findings to confirm eligibility and compliance with grant requirements.
• System design: Design Distributed Wastewater Treatment Units (DWTUs) tailored to each site, ensure all designs comply with applicable federal, state, and local regulations, develop an associated rate structure for installation, operation, and maintenance, and prepare and submit all necessary permits and approvals.
• Septic tank removal and abandonment: Properly disconnect existing septic systems, remove or abandon tanks in accordance with regulatory standards, ensure safe disposal of materials and site restoration.
• DWTU construction and installation: Furnish all labor, materials, and equipment required for installation, install and commission DWTUs per approved designs, and conduct testing to ensure proper functionality.
• Project management and monitoring: Provide end-to-end project coordination and scheduling, track progress, costs, and compliance with grant requirements, serve as liaison with Santa Rosa County and the Northwest Florida Water Management District, and provide regular status reports and final project documentation.
