The Alabama Department of Workforce (Alabama STEM Council) seeks an independent evaluator to assess the implementation, process quality, and student outcomes of the Alabama Numeracy Act (ANA). The contractor will design and execute a comprehensive evaluation plan, conduct primary data collection (observations, interviews, surveys), verify compliance with ANA provisions, and produce quarterly status reports and annual comprehensive reports. The work covers a base period of two years with the possibility of up to three one‑year extensions.
• Conduct independent verification of all ANA provisions (math‑coach deployment, daily instruction time, screening, interventions, MTSS fidelity, etc.).
• Perform quantitative and qualitative analyses using existing state data (ACAP, i‑Ready, MTSS, staffing, finance) and supplemental primary research.
• Deliver multi‑year, line‑item budget (FY 2026‑FY 2030) and cost‑contingency reporting, with quarterly updates to the STEM Council and annual reports to the State.
• Provide expertise in education research, data analytics, cost‑effectiveness studies, and stakeholder collaboration across state education agencies.
