Description

The United States Space Force Space Systems Command (SSC) Space Sensing portfolio intends to issue a solicitation for Tools, Applications, and Processing (TAP) Laboratory and Overhead Persistent Infrared (OPIR) Battlespace Awareness Center (OBAC) Support Services (TLOSS) Transition Out Services. The original contract did not include FAR Clause 52.237-3, Continuity of Services or any transition requirements in the PWS requiring the incumbent TLOSS contractor to furnish phase-in, phase-out services with a successor. This omission presents a significant concern as the services provided under this contract are considered vital to the Government and must continue uninterrupted. The contract's critical nature stems from the TLOSS contractor's responsibility for essential support functions, which encompass Development Security Operations, Cybersecurity, Physical Security, and Infrastructure Enhancements. • The contract requires a smooth transition between the incumbent and any successor. • A 90-day planned transition period is essential to avoid facility downtime and ensure the successor can seamlessly assume facility management. • The Government anticipates difficulties in transitioning from one contractor to another, or to the Government itself, without a structured phase-in/phase-out period. • Parsons Technical Services Inc. is uniquely positioned to provide the required transition services due to its exclusive experience, knowledge, and special security clearance.

Budget estimate

$500,000 – $5,000,000

The estimated cost of the transition-out scope is not provided, but based on the information given, it can be inferred that the cost will be significant due to the critical nature of the services provided. The Government will request other relevant cost data to ensure a fair and reasonable price, including a review of proposed hours to ensure alignment with the scope of the transition effort. A comprehensive cost analysis will be performed, utilizing historical cost data from the TLOSS contract adjusted for inflation, to determine cost reasonableness. Considering these factors, the budget range could be between $500,000 and $5,000,000.
