This RFP seeks a qualified contractor to perform Tier 2 roadway preservation work for Spartanburg County’s 2023 Asphalt Roadway Improvement Program, including penny‑crack sealing, depth patching, and cape seal surface treatments across multiple road segments. The work is unit‑price based, with quantities and unit costs detailed in the attached Excel take‑offs. A non‑mandatory pre‑bid meeting will be held virtually, and questions must be submitted by the Q&A deadline.
• Scope includes crack‑seal, depth‑patch, and cape‑seal applications on approx. 130,099 sy of roadway (Cape Seal) plus additional areas for crack‑seal/depth‑patch (≈ 623,461 sy) and preservation clearing (≈ 71,057 sy).
• Contractor must provide a 5 % bid bond, comply with South Carolina procurement ordinances, maintain required insurance, and submit required documentation (UBE certification, bid bond, performance/payments bonds).
• Project must be completed by June 1 2027, with liquidated damages applying after November 1 2027; a CPM schedule is required at award.
• All work is subject to the county’s standard contract terms, including warranties, indemnification, and independent‑contractor status.
