Support for the WIC Breastfeeding Performance Improvement Project

The State of Delaware seeks a qualified vendor to provide data‑analysis, quality‑improvement, and reporting services for the WIC Breastfeeding Peer Counselor program. The contractor will replace the incumbent vendor, conduct ongoing analysis of breastfeeding‑related data, produce quarterly and annual reports, develop visualizations, and manage a web‑based participant survey. The work is performed statewide, requires secure handling of PHI, and must be delivered via an electronic submission portal. • Perform QI and data‑analysis on WIC breastfeeding metrics, linking statewide datasets. • Produce quarterly quality‑improvement reports, an annual comprehensive report, and at least two infographics per year. • Design, host, and analyze an annual multilingual survey of ~18 000 households. • Provide project management, staff recruitment/training, and monthly usage reporting; all deliverables become DHSS property.
