US 20 Mississippi River Crossing Study RFP

The Iowa Department of Transportation is seeking a consultant team to conduct a Planning and Environmental Linkages (PEL) and National Environmental Policy Act (NEPA) study for the US 20 Mississippi River crossing between Dubuque, Iowa, and East Dubuque, Illinois. The study will examine the preliminary limits from just west of the Locust Street Intersection in Dubuque to the Timmerman Drive Intersection in East Dubuque, with the possibility of adjusting these limits as alternatives are developed. The selected team will be responsible for conducting the study and providing recommendations for the crossing. • The study will involve a PEL and NEPA analysis • The preliminary study limits are from just west of the Locust Street Intersection in Dubuque to the Timmerman Drive Intersection in East Dubuque • The selected team will be responsible for conducting the study and providing recommendations for the crossing • The RFP will be posted on the Iowa Department of Transportation's website on 3/23/2026
