This RFP seeks a qualified design‑builder to deliver a progressive design‑build solution for a new force‑main crossing of the Sandy River, including design, permitting, construction, testing, commissioning, and warranty activities. The work is divided into Phase 1 (pre‑design, feasibility, GMP proposal) and Phase 2 (final design, construction, and start‑up) with a target substantial completion by October 31 2027 and final completion by December 31 2027. The contractor must provide the required performance and payment bonds, maintain extensive insurance coverage, and meet stringent Oregon water‑environment and safety regulations.
• Scope includes engineering studies, detailed design, procurement, trenchless installation of an 8‑in. force main, removal of the existing crossing, and post‑construction testing.
• Minimum qualifications: $3 M design‑build bond, A‑minus A.M. Best rating, prior progressive design‑build experience, safety record EMR ≤ 1.0, and team‑relationship between designer and builder.
