Description

The California Department of Water Resources is seeking a qualified design‑builder to deliver the Kane Spring Project using a progressive design‑build (PDB) approach. The contractor will be responsible for the complete design, permitting, and construction of water‑based and vegetation‑based dust control measures, shoreline bird habitat enhancement, water‑use efficiency improvements, and wetlands restoration. The scope includes civil, structural, mechanical, and electrical engineering services, land grading, levee construction, and coordination with multiple agencies for permits and approvals. The award will be based on a best‑value evaluation of technical qualifications and proposed approach, with compliance to extensive state‑mandated requirements such as prevailing‑wage, small‑business participation, and environmental safeguards. • Design‑build services covering full project lifecycle (design, permitting, construction, inspection). • Required engineering disciplines: civil, structural, mechanical, electrical, and permitting expertise. • Project includes construction of ponds, ditches, berms, levees, vegetation, and wetlands enhancements in Imperial County near the Salton Sea. • Mandatory site visit and virtual one‑on‑one meetings for technical clarification. • Submission deadline : 4 December 2026; pre‑bid conference : 1 October 2026 (mandatory).

Budget estimate

$30,000,000 – $150,000,000

No explicit budget is disclosed, but similar progressive design‑build water‑resource projects in California routinely range from $30 million to $150 million in total contract value, depending on the extent of earthwork, environmental mitigation, and engineering services required. Given the project's multi‑benefit scope (ponds, wetlands, habitat, flood control) and the need for multidisciplinary engineering, a conservative estimate would be between $30 M and $150 M.
