The City of South Lake Tahoe seeks a qualified multidisciplinary consulting team to develop a coordinated, phased design and implementation plan for the Regan Beach waterfront improvement project. The scope includes full‑cycle professional services—from project management, public engagement, and existing‑conditions surveys to concept refinement, construction packaging, phased design packages, accessibility planning, environmental review (CEQA/NEPA), permitting, detailed design development (30 %‑100 %), value engineering, cost estimating, and grant‑readiness support. The consultant will structure the work so that individual phases can be built as funding becomes available, aligning with the $950 k construction budget (grant $500 k + city $450 k). Deliverables must be submitted electronically in both PDF and native CAD/BIM format, with strict adherence to the City’s procurement policies and insurance requirements.
