Description

The New York State Office of Information Technology Services (ITS) submits this Contract Reporter Exemption Request (CRER) on a single source basis to establish one-time emergency contract (OP00965) with Schupp’s Line Construction, Inc. The emergency services provided by Schupp’s Line Construction are required to restore, remove and replace ITS conduit, fiber optic and copper cable that was damaged on September 19, 2025, during excavation site work at the Capital District Psychiatric Center (CDPC), location at 75 New Scotland Avenue in Albany, New York. Background on Fiber/Network Services: ITS provides centralized information technology and telecommunications services to the State and its government entities, operates data centers housing more than fifty (50) mission critical applications and websites and manages the State’s common technology networks. Background on OMH Services: OMH is responsible for a large mental health system serving nearly 800,000 individuals each year and includes operating 23 psychiatric centers and regulating and certifying more than 6,500 programs operated by local governments and nonprofit agencies. Background on Fiber Damage Incident: OMH is constructing a new parking garage at 75 New Scotland Avenue, Albany, New York for the Capital District Psychiatric Center (“project”) with the New York State Dormitory Authority assisting with the project and Bette & Cring, LLC, as general contractor. Several fiber optic communications were accidentally severed during a part of the Project in September 2025, and a fix was made to restore the cables and services, but a more permanent and long-lasting repair (Cable Repair) is sought by the parties. Impact if not approved: · Current situation is potentially dangerous, as it is not to code. The National Electrical Code (NEC) Requirements for abandoned cable removal, specifically NEC sections (800.2 & 800.52) which mandate removing abandoned copper cables (not terminated at both ends) to prevent fire hazards and toxic fumes. · It is affecting data services to a very large Mental Health Facility here in Albany. The Capital District Psychiatric Center at 75 New Scotland Ave. (next to Albany Medical Hospital). · Disruption in access to patient records, medication dispensing records, billing, appointments, etc. · To stay ahead of construction to not end up ripping up pavement.
