Audit Consulting Services for the Internal Audit Division

The City of Pasadena is seeking a consultant to provide performance audit consulting services to support the City's Internal Audit Division. The consultant will assist the Internal Audit Division in evaluating the efficiency, effectiveness, economy, and internal controls of City programs, departments, and operations. The services will be provided on an as-needed basis through individual task orders issued during the contract term. The City intends to award a multi-year contract to the proposer whose qualifications, experience, methodology, and pricing best meet the City's needs. Some key points to consider include: • The consultant must be capable of conducting independent, objective, and evidence-based performance audits in accordance with Generally Accepted Government Auditing Standards (GAGAS) or the Institute of Internal Auditors' Global Internal Audit Standards. • The consultant will provide services on an as-needed basis through individual task orders. • The City requires the consultant to have relevant experience with governmental agencies for three projects/contracts of similar scope, size, complexity, and subject matter within the past five years. • The consultant must provide a detailed technical proposal, including a proposed work plan, project deliverables, and key personnel. • The consultant must also provide a separate price proposal, including all costs associated with the technical proposal.
