The Air Force Life Cycle Management Center is conducting market research to identify a systems integrator capable of delivering the full‑life‑cycle design, development, production, installation, operation, and sustainment of the Tactical Multi‑Mission Over‑the‑Horizon Radar (TACMOR) system for the Indo‑Pacific region. The effort requires a bistatic radar architecture with separate transmit and receive sites, containerized mission support, self‑sustaining power, secure communications, and integration with a central Radar Operations Control Center. The government will provide land, construction, and site preparation; the contractor must furnish all technical, logistical, and security solutions and be ready to field the system by 30 September 2029.
• Full‑life‑cycle responsibility: design, develop, produce, install, operate, and sustain TACMOR.
• Bistatic OTHR system with austere, tropical/salt‑water deployment and modular, containerized support facilities.
• Must provide on‑site power generation, fuel storage, physical/electronic security, remote health monitoring, secure fiber‑optic back‑haul (with SATCOM backup), and integration with a Radar Operations Control Center.
• Government supplies land, MILCON, and site preparation; contractor must meet NIST 800‑171, DLA JCP, and Secret clearance requirements to receive the CUI package.
