Description

The City of Toledo Department of Human Resources is requesting proposals for specific stop loss coverage to obtain a competitive proposal for stop loss coverage, proposals with reasonable terms, and to identify a carrier partner that provides ease of administration and timely reimbursement of claims. The proposal should include a review of the professional services background and experience of the firm and principal(s), a history of the firm and principal(s), and a listing of previous experiences similar to the requested work. The City of Toledo is seeking a firm fixed price type contract, and the contract may be terminated by the City of Toledo at any time with 60 days' notice. The proposal should include the location of the primary office, staff accessibility, and a description of the firm or principal's familiarity with all City of Toledo, State of Ohio, and applicable federal standards and requirements. The proposal should also include a description of the services to be rendered to complete the project, including all alternative considerations and evaluations which may be prudent to undertake in order to effectively minimize the project budget and most satisfactorily achieve the project goal. Key points to consider include: • The City of Toledo provides self-funded medical and prescription drug insurance for eligible employees and their eligible dependents. • The current stop loss coverage is with Anthem, and the City of Toledo is seeking a new carrier partner. • The proposal should include a description of the firm or principal's current workload and a listing of all major projects inside the City of Toledo and outside its boundary. • The proposal should include a description of the firm or principal's performance on previous projects, including a summary of performance for each project relevant to timeliness, performance, and any savings or benefits that were provided to the contractee. • The proposal should include a project advancement schedule, including all tasks specifically listed for the project, and identify timeframes, review times, as well as timing for meetings with citizens and public meetings. • The proposal should include a description of the fee, including a not-to-exceed figure, and any joint ventures, partnerships, or subcontracts with Disadvantaged Business Enterprises (DBEs) that are certified by the City of Toledo's Department of Diversity, Equity, and Inclusion.
