Description

The Washington County (MN) Family Homelessness Prevention & Assistance Program (FHPAP) RFP seeks nonprofit or public‑service sub‑grantees to deliver homelessness prevention and rapid rehousing services to eligible households in Washington County for the 2027‑2029 biennium. The County will receive an estimated $605,000 from Minnesota Housing and will allocate portions of that funding to multiple sub‑grantees who can provide case management, rental assistance, and supportive services. Applicants must demonstrate knowledge of local housing resources, possess a HMIS license (or obtain one within 30 days), and commit to equity, data reporting, and participation in the Heading Home Washington collaborative. Proposals are limited to five pages (excluding cover, TOC, and appendices) and must be submitted electronically by 4 PM CST on 29 Oct 2026. Selection is based on program understanding, organizational capacity, equity commitment, collaboration, and budget quality. The contract term runs 1 Oct 2027 – 30 Sep 2029, with award notification expected 13 Nov 2026. • Funding pool: ~$605,000 (County’s estimated award) • Service models: Homelessness Prevention (HP) and Rapid Rehousing (RRH) • Target population: Households ≤200 % of federal poverty line, at risk of or experiencing homelessness • Required deliverables: case management, rental assistance, data reporting (HMIS), quarterly outcome reports • Eligibility: Non‑profit or public‑service agencies with local presence, HMIS capability, and no debarment history • Evaluation criteria (total 100 points): program understanding (25), qualifications/capacity (20), equity (15), collaboration (20), budget/internal controls (20)

Budget estimate

$100,000 – $500,000

The County expects to receive approximately $605,000 from Minnesota Housing for the two‑year period. Because the RFP intends to award multiple sub‑grants, individual award sizes will vary based on scope and capacity. A small, single‑service provider might receive $100,000‑$150,000, while a larger organization delivering both prevention and rapid‑rehousing services could be awarded up to $300,000‑$500,000. The estimate accounts for the capped administrative expense (15 %) and the requirement that support services not exceed 49 % of the budget, leaving the majority for direct housing assistance.
