Oak Ridge Institute for Science and Education (ORISE) (Expressions of Interest and Request for Information)

The Department of Energy (DOE) is conducting market research for a future contract to manage the Oak Ridge Institute for Science and Education (ORISE). This solicitation is an Expressions of Interest (EOI) and Request for Information (RFI) only; no formal solicitation has been issued yet. Interested parties are asked to provide basic company information, capabilities, and feedback on potential barriers to competition for the eventual RFP. The scope of the eventual contract would cover five major functional areas: STEM workforce development, scientific and technical resource integration, operation of the Radiation Emergency Assistance Center/Training Site (REAC/TS), human subject health and protection surveillance, and independent environmental assessment and verification. Responses are due by 5:00 p.m. Eastern Time on October 7, 2026. • Submit up to five pages (12‑point font) to [email protected] with subject line “EOI / RFI”. • Provide business name, size, structure, point‑of‑contact, interest as prime or subcontractor, and a brief capability statement. • Identify any sections of the draft Statement of Work that could hinder competition and suggest mitigation strategies. • Indicate willingness to be listed publicly as an interested party. • No cost or pricing information is required at this stage; the contract is expected to be awarded in Q4 FY 2027 with a 60‑day transition period. • The eventual contract will likely be a multi‑year, multi‑disciplinary effort supporting DOE’s scientific, health, emergency‑response, and environmental missions.
