The Bureau of International Narcotics and Law Enforcement Affairs (INL) is seeking applications for a program to increase police recruitment in Colombia, specifically in areas with high levels of coca production, narcotrafficking, and child recruitment by criminal organizations. The program aims to support the recruitment and training of approximately 1,000 Colombian National Police (CNP) students per year, with a focus on non-commissioned and commissioned officer roles. The selected organization will be responsible for implementing the program, including pre-selecting candidates, providing scholarship support, and monitoring and evaluating the program's performance. Key activities include:
• Working with regional CNP recruitment offices to interview and pre-select scholarship recipients
• Providing accurate and timely monthly payments to recipients
• Strengthening an easy-to-use technology-based information system to gather and disseminate data
• Creating multi-channel communications and outreach strategies to disseminate information about the program
• Supporting CNP recruitment offices in target regions to organize local recruitment campaigns
The program's goal is to increase the number of qualified individuals from priority geographic areas who join the CNP, remain working in these areas for at least two years, and are assigned to combat transnational organized crime and terrorism. The program also aims to improve community perceptions of the CNP and provide viable alternatives to youth at risk of recruitment by illegal armed groups.
