Description
Montgomery County, Alabama is seeking a qualified consulting firm or individual to develop a comprehensive County Strategic Plan covering a 5‑ to 10‑year horizon. The consultant will conduct an environmental scan, extensive community engagement, and produce a full strategic framework with actionable implementation plans, performance metrics, and presentation materials. The project must be completed within a 9‑ to 11‑month window after contract award and all stakeholder facilitation must be conducted in‑person. The county expects a detailed cost proposal (not‑to‑exceed) and adherence to standard procurement terms.
• Scope includes data analysis, focus groups, town‑hall meetings, surveys, SWOT analysis, and final strategic‑plan documentation (print‑ready and digital).
• Deliverables: kickoff meeting, engagement plan, interim progress reports, draft plan, final plan, executive summary, and public presentation deck.
• Proposal must be submitted by February 2, 2026, with questions due by January 19, 2026. No incumbent; out‑of‑state firms are eligible.
