Zoning and Subdivision Ordinance Modernization Update - PRICING ONLY

The Board of County Commissioners of Washington County, Maryland is seeking a qualified consulting firm to update and unify the County’s Zoning and Subdivision Ordinances into a single, modern Unified Development Ordinance. The effort will span roughly 18 months, include comprehensive review, stakeholder engagement, public outreach, drafting, GIS mapping, and final adoption support. The County requires separate technical (qualifications & experience) and pricing submissions, a pre‑proposal conference (optional), and adherence to ADA and state accessibility standards. • Review existing ordinances, comprehensive plan, and identify gaps, redundancies, and conflicts. • Conduct stakeholder, staff, Planning Commission, and public meetings (virtual and in‑person). • Develop outreach strategy and maintain communication throughout the project. • Draft updated ordinance text, maps, graphics, and GIS layers; deliver editable Word files, PDF, and ArcGIS‑compatible data. • Provide monthly progress reports, invoicing, and manage the project schedule. • Contract term: 18 months with a possible 6‑month extension; compensation on a lump‑sum basis plus hourly rates for extra work.
