MODULAR CONSTRUCTION STRATEGIC PLAN FOR AFFORDABLE HOUSING

The Ulster County Planning Department is seeking a consultant to develop a strategic plan to address housing affordability through modular construction methods. The plan aims to develop a modular/panelized construction facility in Ulster County, NY, through a public-private partnership, dedicated to producing new affordable housing. The scope of work includes evaluating market feasibility, engaging stakeholders, identifying barriers and solutions, developing an implementation plan, and providing community-wide benefits. The selected consultant will work with the County's Project Manager and the Technical Advisory Committee to develop a comprehensive modular construction strategic plan. • Evaluate market feasibility and assess the potential for a modular construction industry in Ulster County • Engage stakeholders, including housing experts, modular construction experts, workforce training providers, and community members • Identify barriers and solutions to modular construction in Ulster County • Develop an implementation plan for the modular construction facility • Provide community-wide benefits, including improved housing affordability, reduced environmental impact, and job training opportunities
