Description

The State of South Carolina Department of Environmental Services is seeking a qualified laboratory to perform PFAS analysis on public drinking‑water samples across the state. The contractor will receive sample kits, conduct laboratory testing in compliance with EPA methods, and report results electronically within prescribed timeframes. The contract is a fixed‑price, unit‑price solicitation for approximately 1,600 water samples over a one‑year period. • Perform EPA‑approved PFAS analyses (Method 533 or 537.1v2) on ~1,600 drinking‑water samples and any triggered field blanks. • Provide sample‑collection kits, maintain chain‑of‑custody documentation, and deliver results within 50 days of receipt; enter data into the State’s CMDP system within 21 days of analysis. • Hold current South Carolina DES laboratory certification (or equivalent NELAP/EPA UCMR‑5 approval) and meet insurance, debarment, and data‑security requirements.

Budget estimate

$300,000 – $600,000

No contract value is disclosed. Based on typical PFAS laboratory costs (approximately $250‑$400 per sample) for ~1,600 samples, the total contract value is likely in the $400,000‑$640,000 range. Accounting for overhead, travel for kit delivery, and administrative fees, a reasonable estimate is $300,000‑$600,000.
