Description

The County of Steuben is seeking qualified non‑profit or municipal entities to deliver youth sports and recreation programming for the 2026‑2027 fiscal year. Two funding streams are available – Youth Sports & Education Funding (YSEF) and Youth Team Sports (YTS) – each targeting under‑resourced communities and aiming to serve youth ages 6‑17 (or under 18 for team sports). Contractors will receive a single‑year, reimbursable contract (Oct 1 2026 – Sep 30 2027) with the possibility of two one‑year renewals at the County’s discretion. Proposals must be submitted in sealed envelopes by Sept 30 2026, 1:30 PM, and all questions must be filed by Sept 16 2026. The award will be based on a “lowest and best” evaluation of technical merit, experience, cost, and alignment with Positive Youth Development guidelines. • Scope: Design, deliver, and evaluate youth sports/physical‑activity programs (coaches, equipment, facilities, safety equipment, data collection). • Funding: Up to $61,257 for YSEF and $49,108 for YTS (total $110,365) to be allocated among multiple awardees. • Eligibility: Non‑profit or community‑based organizations (municipal entities may support but not receive YTS funds). Must have child‑protection and non‑discrimination policies. • Deliverables: Program narrative, budget, required OCFS forms (5001‑5003, 5011), certifications (non‑collusive, Iranian divestment, sexual‑harassment policy). • Reporting: Quarterly reimbursement claims; performance metrics on participation, completion, and skill/knowledge outcomes.

Budget estimate

$30,000 – $70,000

The solicitation lists two separate funding pools: $61,257 for Youth Sports & Education Funding (YSEF) and $49,108 for Youth Team Sports (YTS), totaling $110,365. Since multiple awards are anticipated, individual contract values will likely range from modest pilot grants (~$10,000) up to the maximum available per award (~$50,000). Factors influencing the budget include the size of the proposed program, number of participants served, and whether the applicant pursues one or both funding streams. A reasonable estimate for a single award is therefore $30,000‑$70,000.
