EMS Billing Services

The City of Salisbury is seeking a qualified vendor to provide comprehensive Emergency Medical Services (EMS) billing and revenue‑cycle management for its EMS division. The contractor will be responsible for processing claims, collecting patient payments, handling past‑due accounts, maintaining compliance with HIPAA and other regulations, and delivering detailed financial reports to the City. The contract runs five years beginning 1 January 2027, with optional extensions, and the city will pay a flat‑percentage fee of the amounts collected. • Process and submit Medicare/Medicaid and private‑insurance claims within two business days of receiving run tickets. • Perform patient invoicing, collections, and follow‑up notices (first, second, third) on a defined schedule. • Provide monthly finance, billing, and receivable reports, and retain all records for at least five years. • Maintain required insurance coverage and act as the lockbox/payments processor for the City’s EMS revenue. • Supply a dedicated customer‑service representative to handle payer and patient inquiries.
