Western Branch Area Plan

The City of Chesapeake is seeking a qualified consultant team to prepare the Western Branch Area Plan, a community-driven, proactive, and actionable framework to guide quality of life improvements, land use, development design, and economic prosperity within the Western Branch Planning Area. The successful consultant will lead a robust public engagement process, analyze current and future conditions, and develop implementable recommendations that balance Western Branch’s established suburban character with emerging urban opportunities. Key aspects of the project include: • Addressing current conditions and future needs • Providing detailed land use, design, quality of life, infrastructure, and economic development recommendations • Clearly identifying target redevelopment areas and evaluating their feasibility • Recommending a viable path forward that achieves the City’s goals and vision • Leading public engagement efforts, including developing a project logo and branding, designing and distributing outreach materials, and conducting public meetings and stakeholder committee meetings • Preparing a graphic-heavy, user-friendly, and implementable Area Plan document that includes a clear community vision, detailed strategies, and implementable recommendations.
