Torrington Transfer Station: MSW & Recycling Management & Operations

The State of CT - DAS Procurement is seeking information to determine the feasibility of acquiring and operating the Torrington Transfer Station in a self-sustaining, cost-effective manner beyond July 1, 2027. The facility is currently operated by the State of CT Department of Administrative Services (DAS) after the dissolution of the Materials Innovation and Recycling Authority (MIRA). • The facility has contracts in place with municipalities, haulers, recycling facilities, a facility operator, and a scale operator through June 30, 2027. • The goal is to determine if the Northwest Hills Council of Governments (NRRA) can acquire and manage the facility. • The facility's operations include refuse collection and disposal, and recycling management. • The NRRA is interested in keeping the Torrington Transfer Station as a public facility.
