This Request for Information (RFI) seeks market research on the capability of firms to support the Marine Corps Portfolio Acquisition Executive (PAE‑MC) in ground combat vehicle testing, research, and development. The effort will involve engineering design support, fabrication of up to ten prototype vehicles, operation of diverse test courses (urban, mountainous, sand dunes, water crossings, climate chambers, tilt tables, rail impact, air‑load), and management of classified (SECRET) facilities and COMSEC. Respondents must submit a completed government‑provided Excel template by 2:00 PM local time on 04 September 2026. No contract award is guaranteed; the RFI is purely informational.
• Scope includes engineering design, prototype fabrication, test‑range operations, and data management for ground combat vehicles.
• Required capabilities: staff with test engineering and program‑management expertise, vehicle‑fabrication capacity for 10 simultaneous prototypes, multiple isolated test sites for up to three vendors, and classified‑level facilities.
• Experience must demonstrate prior work on Marine Corps or similar military ground‑vehicle programs, including ECPs, COTS modifications, and full‑system testing.
• Submissions limited to a single‑tab Excel spreadsheet; no PDFs or additional documents accepted.
• Questions due by 20 August 2026; submission deadline 04 September 2026.
