Description
The California Department of Water Resources is seeking a qualified consulting firm to provide professional services that support organizational change, strategic communications, and workforce effectiveness across the agency. The work will be delivered through a series of task‑order service requests over a three‑year base period (with a two‑year extension option) and will involve both remote and occasional on‑site activities at the DWR headquarters and field offices. The contractor must supply expertise in change‑management consulting, communications planning, leadership coaching, training design, and performance‑measurement analytics, and must meet a 3 % DVBE participation requirement.
• Deliver change‑management consulting, impact assessments, and risk analyses.
• Create and execute strategic communications plans, branding, multimedia, and crisis‑response messaging.
• Design and deliver training curricula, knowledge‑transfer tools, and performance dashboards.
• Provide on‑site facilitation (e.g., leadership workshops, town‑hall meetings) and remote support via standard software tools.
• Submit hourly rates (straight‑time only) and support deliverable‑based pricing for each service request.
